2. In a medium bowl, combine the vinegar, mustard, chili powder, cumin, and cayenne. Add the potatoes, onion, and ham; toss to coat. Transfer to the pan.
3. Bake, covered, until the potatoes are almost tender, about 35 minutes; uncover and bake until the potatoes are tender and browned, about 10 minutes longer.
