decoupage

Hi, does anyone do decoupage here?
I saw this new textural paint from DecoArt that I really like and was wondering if it would work with decoupaging anything over that paint because it isn't smooth. Has anyone decoupaged over things that were painted and then put varnish over it all?

And was that decoupage or DecoArt textural paint?

but it does look like a cabinet! I have been thinking about doing a wall!!!!
